Two panty thief suspects are under arrest in Boca Raton, Fl. Hector Collazo and Carlos Ramirez Martinez were caught stealing from stores at the Aventura Mall according to police. Collazo is an organized shoplifter who recruits members from Florida to New York City for shoplifting heists.
